Delegation of the Provincial National Assembly participated in group discussions on the socio-economic situation

Regarding the additional evaluation of the outcomes of the socio-economic development plan and the state budget in 2022, the provincial National Assembly deputies stated that although after years of experiencing many difficulties, epidemics, natural disasters, etc., under the leadership of the Party, the National Assembly, the Government, having made the right and timely decisions to help our country's economy recover quickly, achieving quite a few of the objectives set forth in the socio-economic development plan and the state budget in 2022. However, the delegates also voiced concern over the job losses and growing inflation brought on by the economic crisis, therefore it is recommended that prompt solutions to these issues be discovered immediately.
The provincial National Assembly deputies highly praised the ongoing improvements in the management and use of working offices, public houses, and public welfare facilities; the management and procurement of public assets at the ministries, branches, and localities are generally tight-lipped and frugal. Enhancing the management, exploitation, and use of natural resources and minerals helps prevent and control loss and waste effectively. However, there are currently numerous unrenovated abandoned building sites that are wasting resources and creating a loss.

Provincial National Assembly representatives also suggested that the government appoint the Ministry of Natural Resources and Environment to develop regulations governing the clearing and distribution of public land in order to carry out projects successfully in response to the shortcomings of the current land law. To expedite the implementation of public investment projects, it is also vital to take into account the early completion of regulations on land prices. Regulations on investment procedures for building and the conversion of forest property should also be taken into consideration.
The delegates also listed a number of challenges and barriers that must be overcome in order to accomplish three national target programs from 2021 to 2025. It is recommended that the Government, ministries, and branches update and supplement decrees and circulars governing the application of rules on the organization and management of the implementation of national target programs, which are currently moving forward very slowly in comparison to the plan.
The Provincial National Assembly Delegation largely concurred with this approach and stated that, given the current circumstances, the Bank for Agriculture and Rural Development of Vietnam should expand its charter capital.
